Rules for admin report

1. The administrator that is being report can't post in the report at all this will result in a punishment for the administrator, unless an admin level 8+ tells him to post.
2. Only administrators level 9+ can handle a report on him/her self.
3. If you bump the report/or double/tripple or multi post it will result in a insta lock of the report, and no action will be taken.
